Brief background of Nagaland Urban Local Bodies (ULB) election

  • Nagaland Municipal Act was first passed by the Nagaland State Assembly in the year 2001.
  • Thereafter, the first Municipal election was held in the year 2004 in 2 {two} Municipal Councils and 16 {sixteen} Town Councils in 2004. ULB election could not be held in Nagaland since the last one in 2004.
  • The Nagaland Municipal Act 2001 was passed without the provision of reserving 33% of the seats for women, as required under Article 243T of the Constitution. It was later amended in 2006 with women reservation, however, Naga Civil societies opposed the women reservation as it was deemed to infringe upon the special provisions granted to Nagaland under Article 371A of the Constitution.
  • Efforts to hold the ULB election with 33% quota for women met with stiff resistance from Naga Civil societies and apex tribal groups.
  • The decision to hold the ULB elections in 2017 led to violent protests leading to death of two persons and destruction of government properties in some places. The ULB elections could not be conducted since.
  • As of 2024, ULB elections have not been conducted for two decades in Nagaland.

Difference between Municipal Council and Town Council based on population

As per the Nagaland Municipal Act, an area is a Municipal Council or Town Council depending on the population of the area.

  • Municipal Council: area where the population of such area is 20,000 and above
  • Town Council: area where the population of such area is below 20,000 but not less than 5,000

  • Date of filing nominations: 7 to 11 June 2024
  • Date of ULB election in Nagaland: 26 June 2024
  • Date of re-poll if any: 28 June 2024
  • Counting and declaration of ULB election result: 29 June 2024

No. of wards reserved for women in the Nagaland Urban Local Bodies Election 2024:

Out of the 418 wards spread across 39 Municipality and Town Councils in Nagaland, 142 wards are reserved for women for the Nagaland Urban Local Bodies Election 2024.

Significance of the ULB Election 2024:

  • The Nagaland Urban Local Bodies (ULB) election 2024 will be held with 33% reservation for women for the first time in the history of Nagaland.
  • A specified the number of wards will be reserved for women on rotation basis as mandated by the Nagaland Municipal Act of 2023.
